The Xenon bulbs themselves don't actually change from low to high beam, in other words, the output of the bulb itself is the same brightness for both low and high beam. I have retrofitted them the other day, which went quite smoothly tbh, done all necessary coding but for some reason the high beams will not stay on. oh boy b4 you get FLAMED!!! the inner halogens are just "FLASH 2 PASS", which means they only light up with the DRL's on. WITH VAG-COM you can have them be coded to come on with the HID High beams (the HID's are Bi-Xenon, which the there is a shutter that opens up when you hit the HIGH BEAM, the light doesn't get brighter).
